By the authority vested in me as President under the Constitution and laws of the United States, I hereby order the following:

Section 1. Policy and Purpose
More than 50 years have passed since the tragic assassinations of President John F. Kennedy, Senator Robert F. Kennedy, and Dr. Martin Luther King Jr. Yet, the federal government has not fully released all

related records to the public. The families of these leaders and the American people deserve transparency and the truth. It’s time for the government to release all records related to these events without further delay.

The President John F. Kennedy Assassination Records Collection Act of 1992 mandates that all records related to the Kennedy assassination be disclosed to the public by October 26, 2017, unless there is a valid, identifiable harm to national security, law enforcement, or foreign relations. I previously allowed for certain redactions in 2017 and 2018, but ordered a re-evaluation of these redactions over time. I have now determined that withholding these records is not in the public interest.

Although there is no specific law requiring the release of records related to the assassinations of Senator Robert F. Kennedy and Dr. Martin Luther King Jr., I believe it is in the best interest of the public to release all records pertaining to these cases as well.

Section 2. Declassification and Disclosure
(a) Within 15 days of this order, the Director of National Intelligence and the Attorney General, working with the Assistant to the President for National Security Affairs and the Counsel to the President, will present a plan for the full and complete release of records related to President John F. Kennedy’s assassination.
(b) Within 45 days of this order, the Director of National Intelligence and the Attorney General will review records related to the assassinations of Senator Robert F. Kennedy and Dr. Martin Luther King Jr., and present a plan for the full release of these records.

Section 3. General Provisions
(a) This order does not affect the authority granted to executive departments or agencies, or their heads.
(b) This order shall be implemented in accordance with applicable law and available appropriations.
(c) This order is not intended to create any rights or benefits enforceable by any party against the United States or its departments, agencies, or officials.
